I have the honour to acknowledge the receipt of your despatch No.216 of the 20th August in which you forwarded a copy of a letter from Mr. W. Gill Hall, F.A.A., A.S.A.A., and to inform you that the qualifications required of authorised auditors under Section 113 of the Companies Ordinance, 1911, as amended by Section 16 of the Companies Amendment Ordinance, 1913, which represent present local legislation on the subject do not in any way restrict the list of authorised auditors to the members of any particular society or corporation; nor is any legislation of a restrictive nature contemplated.

I am unable to make any statement regarding the intentions of the authorities at Shanghai who are under the

control of the Secretary of State for Foreign Affairs.

I enclose a copy of a letter which was address-

ed some time ago by the Colonial Secretary to Mr. Gill Hall in

reply to the letter referred to by him.
